Dustin Yoon

Dustin Yoon

Dr. Dustin Yoon was born and raised in Orange County, California. He attended Johns Hopkins University with a major in Public Health and graduated with honors. As an undergraduate student, he won over 10 research, honors, and teaching awards, including a National Institutes of Health (NIH), Fogarty International Fellowship with the Medical Research Council of South Africa. With this award, Dr. Yoon lived and worked in sub-Saharan Africa to help socially, disadvantaged children in the rural townships. Interested in the public health aspect of medicine, he pursued a Masters degree in Biotechnology at Johns Hopkins with a focus on vaccine development. Dr. Yoon realized, however, that his true passion was in working with people.

Dr. Yoon attended the Cleveland Clinic Lerner College of Medicine. There he also won several awards from the American Association for Thoracic Surgery and American Heart Association and would eventually complete his research fellowship at the Cardiothoracic and Vascular Institute. He graduated with special qualifications in Biomedical Research and additionally obtained his second Masters degree in Clinical Research from Case Western Reserve University.

Dr. Yoon became one of the first surgeons to train and graduate in the integrated vascular surgery pathway at Northwestern University in Feinberg School of Medicine in Chicago, one of the clinical leaders in the country. He has published over 50 manuscripts, book chapters, books abstracts and reviews. His research in surgery has been featured on television shows such as 60 Minutes, Chicago Tonight, and the Colbert Report.

Dr. Yoon has lectured to undergraduate, graduate, medical students, residents, and fellows on a national and international level. He was a national Master Trainer for the Princeton Review for the Medical College Admission Test (MCAT) and wrote their test preparation book for the United States Medical Licensing Exam. His excellence in teaching has been recognized by Johns Hopkins and Northwestern University Department of Surgery, where he won the teaching award for four consecutive years.

Dr. Yoon is board certified in Vascular Surgery from the American Board of Surgery and is a Clinical Assistant Professor in Vascular Surgery at the West Virginia School of Osteopathic Medicine. He is the clinical preceptor for the Vascular Surgery rotation for medical students at Frederick Memorial Hospital. Dr. Yoon currently sees patients in our Frederick, Germantown, and Rockville/Shady Grove offices.

Above all else, Dr. Yoon abides by the motto of "Patients First" and providing world-class care with minimally invasive endovascular techniques. As the field of vascular surgery is constantly changing, Dr. Yoon believes that the safety of the patient comes before all else. Every patient of Dr. Yoon is important to him, and he hopes to educate and heal people of their vascular conditions. In his free time, Dr. Yoon likes to travel and take walks with his family and pet Westie.

William Nghiem

William Nghiem

Specialist in women’s health (Uterine fibroids, Pelvic congestion syndrome), interventional oncology and minimally invasive treatments of hemorrhoids and chronic joint pain

Dr. Nghiem was born and raised in Seattle, Washington. After completing his undergraduate degree in Neurobiology and performing Alzheimer’s research at the University of Washington, Dr. Nghiem pursued his medical training on the east coast. He completed medical school at Temple University School of Medicine in Philadelphia, Pennsylvania. Dr. Nghiem then moved to New York City for his diagnostic radiology residency at Mount Sinai St. Luke’s-Roosevelt where he was elected and served as Chief Resident. Dr. Nghiem went on to pursue a fellowship in vascular and interventional radiology at George Washington University, training with one of the pioneers and experts of women’s health. There he gained extensive experience in the diagnosis and treatment of a variety of ailments with additional focuses in cancer and vascular disease.

Dr. Nghiem brings to Horizon Vascular Specialists his expert diagnosis and advanced minimally invasive treatments in oncology, GI health, chronic joint disease, and women's health. This includes vascular access, tumor embolization, uterine fibroid embolization, pelvic congestion syndrome, vascular compression syndromes, hemorrhoid and chronic joint pain treatments.

An important focus of Dr. Nghiem’s practice is providing education, spreading awareness and offering treatment of uterine fibroids. Uterine fibroids affect up to 80% of women by age 50, some of whom suffer severe symptoms that limit and greatly affect their life in multiple ways. Thorough evaluation and minimally invasive treatments can now be provided with excellent results and shorter recovery times allowing women to reclaim a better quality of life while avoiding conventional surgery such as hysterectomy.

Additionally, a significant number of women at some point in their lives will experience chronic pelvic pain of which may be secondary to pelvic congestion syndrome which is a vascular disorder that is poorly understood by many providers and often overlooked. Many women who have suffered for many years have been finally diagnosed and found relief at Horizon Vascular because of treatment by Dr. Nghiem.

In recent years there have been many advances in the treatment of cancer allowing expanded options for patients with advanced stage of cancer. While on staff at Shady Grove Adventist hospital, Dr. Nghiem was fundamental in bringing interventional oncology to the community setting. He was the first physician to perform percutaneous microwave ablation of tumors in the chest and abdomen at Shady Grove Adventist hospital. For patients who were unable to undergo traditional surgery, tumor cells were destroyed with heat through a 2-3 mm skin puncture. He also has utilized minimally invasive techniques to perform targeted chemotherapy for the treatment of cancer within the liver at Shady Grove Adventist hospital. Dr. Nghiem has further brought his cancer expertise now to Frederick Memorial Hospital including new treatments of delivering targeted radiation to cancer within the liver. Patients with localized chemotherapy or radiation treatments experience fewer side effects compared to traditional systemic therapy.

Dr. Nghiem is passionate about providing and meeting the individual needs of his patients to improve their quality of life. Dr. Nghiem believes each patient is unique and tailors his treatment plan utilizing a team approach with involved providers and the patient. Dr. Nghiem is married to his loving and supportive wife, Jessica. In their free time they enjoy traveling, cooking, and cheering on their Seattle sports teams.

Jeffrey Y. Wang

Jeffrey Y. Wang

Dr. Wang is a native of Montgomery County, Maryland, but has traveled around the country to receive his education and surgical training before returning to his home state. After graduating cum laude from the University of Virginia, Dr. Wang continued his passion for research at the National Institutes of Health (NIH) and received a patent for his development of an adjustable, percutaneous helical stent. He then moved to Southern California to attend medical school at Loma Linda University. After graduating, he then went back to the east coast for his general surgery residency at Albert Einstein College of Medicine Montefiore Medical Center in Bronx, New York, where he was Chief Resident and received numerous awards for his leadership and mentorship. Dr. Wang completed his surgical training with a vascular surgery fellowship at Emory University in Atlanta, Georgia. After living in so many different parts of the country, Dr. Wang decided to return to Maryland to serve the community in which he grew up and join Horizon Vascular Specialists.

In addition to being an accomplished inventor and surgeon, Dr. Wang is also a well-published author of research in vascular surgery journals, including Annals of Vascular Surgery and Vascular Disease Management. His papers encompass his extensive experience and innovative approach to vascular surgery. Through his mastery of new techniques using the most advanced devices and equipment, he has also been invited to speak at numerous conferences and meetings all over the world to help educate and train other physicians and advance the field of vascular surgery. Dr. Wang is internationally recognized as one of the foremost leading vascular surgeons for the treatment of deep vein thrombosis (DVT) and pulmonary embolism (PE). He has also been featured in the media on such programs as Fox45 News and highly-respected trade publications such as Endovascular Today.

Dr. Wang serves as the Director of Vascular Research for Shady Grove Adventist Hospital. Dr. Wang is also one of the youngest physicians to be included in Washingtonian magazine’s Top Doctors list, which is voted on by the peer physician community.

When he’s not seeing patients or speaking at conferences, Dr. Wang can be found on the golf course or spending time with his wife and two daughters.

Shan-e-Ali Haider

Born in England and raised in upstate New York, Dr. Haider (pronounced “Heather”) traveled the East Coast in pursuit of higher education. After graduating from Ithaca High School in Ithaca NY, Dr. Haider went on to attain a bachelors degree in neuroscience at the University of Rochester. He then completed medical school in Long Island at SUNY Stony Brook. After medical school he pursued a 5-year general surgery residency at Strong Memorial Hospital in Rochester, NY. He then embarked on a 2-year super specialization in vascular and endovascular surgery at the University of Pittsburgh Hospital system in Pennsylvania. There he gained extensive training in both open and complex vascular surgery, as well as minimally invasive endovascular outpatient procedures that are performed through a barely noticeable 2-3 mm puncture in the blood vessel. Now, in practice for over 7 years, he enjoys practicing all aspects of vascular care including but not limited to varicose veins, treatment of leg ulcers and wounds, treatment of leg pain, placement of dialysis access, treatment of DVT (blood clots) and aneurysmal disease.

Dr. Haider’s undeniable passion is in providing minimally invasive procedures that make your legs look and feel better. He has performed thousands of these types of procedures. Each year he spends several days traveling to different parts of the country to learn the latest and greatest, state-of-the-art techniques to eliminate leg pain, cure wounds, and cosmetically enhance an individual’s legs. He is also a member of many prestigious societies that constantly relay the newest methods of treatment by publishing monthly articles. He believes in a team approach and works very closely with podiatrists (foot doctors) in the community to improve the blood flow in the leg and allow wounds to heal much quicker.

Dr. Haider’s philosophy is that no patient is too old when it comes to improving the health of his or her legs. Procedures performed by Dr. Haider are usually done under local anesthesia or with very mild sedation allowing quick recovery (within 24 hours) and no anesthetic risk. Most of the patients can drive themselves to and from the vein clinic and oftentimes return to work the next day. Dr. Haider’s exemplary credentials are second only to his impeccable bedside manner and passion for superb patient care. His patients often commend him on the time he takes to make a patient feel comfortable with their diagnosis and offer top-notch care to cure them of their vascular disease.

Richard A. Silva

Dr. Silva joined Horizon Vascular Specialists in 1998. As a native of Binghamton, New York, Dr. Silva attended State University of New York at Binghamton for his undergraduate degree in Biochemistry, where he finished in three years and graduated Phi Beta Kappa. As a believer in the public education system, he attended SUNY at Buffalo for medical school. He became the first graduate of SUNY Buffalo to do his surgical residency at the Medical College of Virginia (MCV). Dr. Silva then spent six years in Richmond, Virginia to complete his surgical training and served as Chief Resident of MCV in 1997 and the Vascular Fellow in 1998. His time in Richmond made him appreciate the weather in the south, so rather than return to Binghamton to practice with his father, who is also a vascular surgeon, he decided to join Horizon in Maryland.

Upon joining Horizon Vascular Specialists, Dr. Silva introduced advanced laparoscopic skills in general surgery. He continued to bring new innovative procedures to the practice, including the removal of leg vein blood clots. The practice continues to excel at vascular innovation and advanced treatment of vascular disease. Today, Dr. Silva and the Horizon physicians do the vast majority of their work using minimally invasive techniques.

Some Dr. Silva’s outstanding outcomes include the removal of a deep vein thrombosis from a high school soccer star, for which he was featured on the local ABC news health segment, and the endovascular repair of a large Abdominal Aortic Aneurysm on a 96-year woman, who continues to see him regularly. He is a member of the Humera Society, which honors the memory of Dr. David Hume, who was instrumental in developing organ transplantation. Dr. Silva has been a Washingtonian magazine Top Doctor every year since 2004.

Dr. Silva is married to the love of his life, Berit, who is a gastrointestinal nurse practitioner at a local GI practice. He has two wonderful children, in whom he is fostering his love of tennis, golf and skiing.

Vascular surgery has changed dramatically over the last 15 years, and Dr. Silva and the Horizon team of surgeons have been instrumental in advancing the practice of vascular surgery. They continue to deliver world-class vascular surgical techniques to patients across the MD-DC-VA area as well as superior outcomes and care.
